This is a cloth mask with elastic ear straps. A simple cloth face covering can slow the spread of the virus and help prevent those who have the virus and do not know it from transmitting it to others. The CDC recommends wearing such coverings where other social distancing measures might be difficult to maintain (e.g., Grocery stores and pharmacies), and especially in areas of significant community-based transmission. These coverings also reduce contact between hands and face, which is one of the most common ways to transmit a virus.
